The process of registration is conducted in the District Authorities Communication Department or in the Municipal Council Office. For example, in Warsaw, a foreigner can register a car only in the Communication Department of The Council Office (Starynkiewicza square), in Krakow, in a District Department appropriate to where one is registered to live in. Detailed information concerning the documents that you have to submit to register your vehicle, as well as the information concerning the payments can be found either on a website of the Communication Department, via phone call, or in person. The registration path differs according to whether one is registering a new car, a used one, a car that was bought in Poland, or one that was brought from abroad.
In case of a used car that was bought in Poland and has Polish license plates, in order to register it, one needs to submit the following documents:
- A filled-in application form (available in the Department)
- A document confirming the purchase of a vehicle, an invoice or paid in the tax office before a purchase contract;
- Vehicle registration document
- Certification of approval
- A vehicle card (if you own one)
- A document confirming the OC insurance contract
- If the date of the obligatory technical examination of the car has passed, it is necessary to obtain a certificate from a vehicle control station, stating that the examination has been done successfully
Payments: Registration payments for a domestic passenger car – 122,50 PLN plus 48 PLN for a permanent vehicle registration document, and, alternatively, 75 PLN for the vehicle card (if the owner did not own one before).

Before you get a decision on registration of the vehicle, for 30 days you will be granted so- called "soft registration”, provisionally authorizing the vehicle to move. Condition is the submission of all required documents and paying a fee. After receiving a positive decision, you will receive registration plates. Most relevant points are in the office area.
If you change your place of residence from one district to another, you will have to apply for a new registration document. If you change the place of living from one city to another, you will have to change the license plates as well. In both cases, on the grounds of changing your residence, you will be obliged to exchange your driving license.
