Foreign affairs offices

Cases related with your residence in Poland are handled by both local and national offices.  If you stay in Warsaw, all of them are seated in this city.

Below, you can find information about the most important offices and cases that can be settled there and contact information as well.

Commune/municipal offices (local administration)

Here, you can settle all cases related with residing in a particular place (address registration, vehicle registration, establishment of economic activity).

In every District Office in Warsaw, there are Citizens Service Departments (pol. Wydział Obsługi Mieszkańców; WOM) where cases of inhabitants of Warsaw are handled.

There you will receive information how to settle a specific case, what documents are required, etc.; you can also submit applications and other letters regarding inhabitants’ affairs there.  If you have to apply to other office, you will be informed about such fact by a clerk.

It is also worth to know about Virtual Citizens Service Departments (e-WOM). In the official Warsaw website you can find the e-WOM section , where is an alphabetical list of cases that can be settled in the Warsaw City Hall (there is also a thematic division, e.g. economic activity , means of communication, citizen affairs) and necessary information helpful in handling of cases  (e.g. legal basis, proceedings rules, required documents, fees, places for submitting and receiving documents and download section).

The City Citizen Service Point (Ogólnomiejski Punkt Obsługi Mieszkańców; OPOM) can be also helpful. AT OPOM inhabitants of Warsaw can obtain information about procedures and  forms as well as submit applications (e.g. foreigners can submit applications for permanent residence permit etc.). Forms and information for foreigners are available in English and Russian.

The City Citizen Service Point (OPOM) is seated at the subway station Centrum, patio, premises no 2002 L, and is opened Monday – Friday from  12.00 to 19.30 (a break - 15.30-16.00)

Registry Offices (pol. Urząd Stanu Cywilnego; USC) are run within Commune Offices and they are concerned with birth records, marriages, deaths etc.  Cases are handled according to a domicile of a person that is a case subject.

Warsaw Registry Office is seated at Jezuicka street 1/3 (tel. 0 22 504 52 00) however cases related with marital status are settled in offices appropriate for the registered address of a petitioner.  Contact information

Governmental administration

Whole governmental administration is supervised by the Prime Minister (the list of all ministries). The Foreign Affairs Office is coordinated by the Ministry of Internal Affairs and Administration.

Voivodship Offices

In every voivodship, there is a voivodship office  that has a foreign affairs department (Wydział Spraw Cudzoziemców lub oddział ds. cudzoziemców w Wydziale Spraw Obywatelskich i Cudzoziemców).

Such department is concerned with:

  • acquisition and confirmation of Polish citizenship,
  • repatriation cases,
  • legalization of foreigners’ residence in Poland (fixed-time and permanent residence permits, visas prolongations, invitations issuing ),
  • cases related with deportations.

This office handles cases of foreigners entry to Poland, transit through Poland, residence in Poland and departure from Poland, grants a refugee, tolerated and temporary protection status.

Diplomatic outposts

Most of the countries have diplomatic outposts in Poland. Their consular offices are to protect interests of their citizens and are obliged to help them when needed.

Tax office

Employees or people running economic activity in Poland must remember that they are subject to tax obligations. They should have the NIP number (taxpayer identification number) assigned by a tax office.  All cases related with taxes and NIP should be settled at a tax office in person, by e-mail or by phone.  In Poland, it is possible to submit tax declaration online.

Customs office

The basic task is to exercise customs control trade in goods with foreign countries, collection and establishment of customs and tax fees issued at the border (VAT, excise) and prevent smuggling and customs frauds.  Customs office can also control legality of foreigners employment.

Social Insurance Board (pol. Zakład Ubezpieczeń Społecznych; ZUS)

US is a national institution that is mostly engaged in collection of social and health contributions and payment of allowances (pensions, disability pensions, sickness benefits or maternity benefits). Depending on the type of your residence and your legal status, insurance obligation can have various scope so it is better to check such issue in person or by phone.

Poviat and Voivodship Employment Offices

These institutions are concerned with employment and labour market issues.

If are going to work in Poland, you should contact appropriate employment office which organizes national and foreign employment exchange and issues  work permits. Border Guard

Official of the Border Guard are authorized to inspect foreigners stay and employment legality and their economic activity.  
They can make social interviews or check dwellings specified as foreigner's residence place.
